LITTLE DRIBBLERS’ BASKETBALL, INC.
REGULATIONS
(Revised October, 2008)
 ADMINISTRATION:
           
Little Dribblers’ Basketball, Inc. is administered by a Board of Directors through its
           National headquarters office at 911 Houston, Levelland, Texas 79336.

PROGRAMS, DIVISIONS, LEAGUES, TEAMS AND PLAYERS
           A.     Programs: The organization provides separate, but identical
                  programs for boys and girls.
           B.     Divisions:  The programs are classified into divisions based upon
                  the population of the community holding a Little Dribblers’ charter as
                  follows:

             Note:  The National Senior Division will be considered “OPEN.”  Therefore, in the National Senior Division
             the population requirements will not be enforced.  However, teams may not get players from other league
             boundaries without prior written permission from the league president and written approval from Little         
             Dribblers’ Headquarters.
 
C.    Leagues:  Each division is divided into separate leagues based 
      upon the age of the player as follows:

Note:  In the Continental Division, it is permissible to combine all leagues for local play.  Other exceptions may be granted by the Board of Directors upon written request.

D.    Teams:  Each team, in local league play only, shall consist of a minimum of six (6)
       players, and a maximum of (10) player.
E.    
Players:
        1)     The league age of a player is determined as of August 1 of the
              tournament year involved;
     
2)      A player who has not participated in more that 50% of the regularly
             scheduled local league games shall not be eligible for tournament
             competition.
        3)      A player shall only play on one Little Dribblers’ All-Star team in a 
             specific tournament.
     
4)      It is recommended that a child not be allowed to play if  
             he/she is failing.    
JURISDICTION:
           A.     All competition, local, district, state, regional, national or international,
                 shall be played under the jurisdiction of Little Dribblers’ Basketball
                 Headquarters.
           B.     All Teams must be covered by group accident and liability insurance
                 before the team will be permitted to compete in any Little Dribblers’
                 competition.  Approved accident and liability insurance coverage will
                 be available through Little Dribblers’ Basketball Headquarters by a
                 licensed insurance carrier.  An insurance brochure will be provided to
                 all leagues at the beginning of the season.
 
ELIGIBILITY CERTIFICATE, LETTER OF WAIVER, ROSTERS, SCHEDULE, SCOREBOOKS:
A.     Record of Birth:  Each player enrolled on a Little Dribblers’ Basketball roster
       must file with his respective League President before his first regularly scheduled   
       game, an original or certified record of birth.  Photocopies of any document will
       not be accepted.  A database listing the method for obtaining a birth record from
       any U.S. state or territory is available at the following internet address:
       www.cdc.gov/nchs/howto/w2w/w2welcom.htm. For children born in Texas,
       you can obtain a Certified Birth Certificate at any County Clerks Office in the
       State. 
B.     Team Roster:  A team roster shall be filed with Headquarters, on or before the
       league’s first regularly scheduled game.  There must be one team roster for each
       local league team. 
C.    Schedule:  All leagues are required to have a schedule of all league games.  The 
       schedules should be kept on file with the league president.  The National office  
       may request a copy of the schedule if a conflict or protest arises.
D.    Scorebooks:  Each league will maintain an official scorebook or books to be
       completed in detail covering all league games.
 
REQUIREMENTS FOR CHARTER:
A.     Charter Applications:  Charter Applications must be completed and submitted 
       online or mailed to the National Office.  A separate Charter Application is required
       for boys and girls.  The league president must sign the Charter Application.  To
       submit your Charter Application and pay your Charter Fee online go to:

B.     Charter Fees: Annual Charter Fees are as follows:
       Note: Teams using the Little Dribblers Online Services detailed on the website will receive a $100
                    discount on their Charter Fees which will cover the cost of the Orbit Online Services.

                     Late fee:  A $50.00 late fee will be required for all Charter Applications received after the 
                     designated Charter Application Deadline. See Calendar for Deadlines
                     Note:  The single charter fee entitles the charter recipient to sponsor one Junior, one Major and one
                     Senior league team.  You may enter additional tournament teams in any or all age groups.  Each
                     additional team will be $100.00 per team.
                     Example:  An American Boys league wants to enter two junior teams, two major teams and one senior
                     team.  Their total Charter fees will be $600.00.

C.    Fees for New Online League Services:
      Little Dribblers’ Basketball, Inc. has teamed up with Youth Leagues USA to offer
      our leagues the Online League Management Tools.  This system will allow leagues
      to accept online player registrations, build team rosters and submit all required
      forms to the National Office with the click of a button. You can visit our website for a
      more detailed explanation of these services.  The table below explains the fees
      involved in this service.

As you can see, you pay the same amount whether you opt to use the online league management system or not.  However, by using the online tools for your league management, you will enhance the services that your league can offer to your players while saving you valuable time and resources.
PROTESTS AND RULE INTERPRETATIONS:
A.     Protests:  During local league play, the league president shall resolve any disputes or protests.  During tournament play, all disputes and protests shall be decided by the tournament director.
B.     Clarifications and Interpretations:  Clarifications and interpretations of rules by Headquarters will be given only in writing to be official, and then only upon written requests by the League President or the Tournament Director.  Faxes and email requests will be accepted.
C.    Protest Fee: There will be a $50.00 fee for each protest payable to the National Headquarters.
D.    Protest timing:  Protests must be made in a timely manner so that the dispute can be resolved with no scheduling delays.
E.     Forfeits:  Forfeits must be approved by LDB headquarters unless the problem involves an ineligible player due to age.

Special Playing Rules

(Revised September 2007)

 

The Official Basketball Rules as adopted by the National Federation of State High School Associations have been adopted as the official Little Dribbler Playing Rules except as changed by the following special rules:

 

  1. QUALIFICATION:Each player on the team roster who is present (10) minutes before the scheduled starting time of the game shall be required to play one complete quarter of play.  In the event one team has one player less than its opponent, the team having the greater number of players shall draw at random from the opponent’s players.  The player drawn shall be required to play two quarters of play.

Note:  It is the duty of the official scorer to enforce this rule on his own or upon notification by one of the team coaches.  The official scorer must notify the team in violation of this rule prior to the fourth quarter.

Penalty:  Forfeit

Clarification:  One complete quarter is defined as playing one full, uninterrupted quarter.  If a player is injured during the quarter and is unable to return for the remainder of the game, the player is considered qualified due to injury.  However, if the player is able to return to play, the player must play one full, uninterrupted quarter in order to be qualified.

Additionally:  If a player fouls out of the game prior to completing one full, uninterrupted quarter, the player is considered qualified.

 

   2.      ZONE DEFENSE:

            (The following rule is not applicable in the Major or Senior Divisions)

            Junior Division:  A zone defense shall not be permitted at any time during the game.

            Penalty:  Technical Foul.  Repeated violations may result in forfeiture of the game.

 Comment:  A zone defense penalty should be called when:

a.)       A defensive player plays the ball as opposed to guarding an offensive

Player (“chasing the ball”), or

b.)      A defensive player guards an area of the court as opposed to

       guarding an offensive player.                

Additionally:  Whether or not a defensive player is “zoning” will be a judgment call of the official.  Officials are cautioned that the zone defense rule does not prohibit a defensive team from “double teaming,” “trapping,” “switching,” or “sagging.”  The rule does not require the defensive player to remain within a certain distance of his offensive player, unless required by the National Federation Rules.  (This rule does not require a team to guard the person throwing in the ball on an inbounds play.)

The intent of the rule is to prevent the “chaser” defense, where one or more players chases the offensive player having the ball; and the traditional zone defense, where one or more defensive players’ primary responsibility is protecting an area of the court.  Each of these situations is easily detected by anyone knowledgeable of basketball and should be strictly enforced.  This rule is applicable in the frontcourt and backcourt.

Coaches and players should not expect complete uniformity in the enforcement of this rule.  No two officials will judge a situation exactly the same.  A good team will be one that is coached to adapt its offense and defense according to how the officials are calling the game.  This is true regarding how the officials call fouls, lane violations and traveling violations.  It should be the same with the zone defense rule.

 

  1. DEFENSE IN THE BACKCOURT (This rule is not applicable in the Major or Senior Divisions)
    Junior Division:  Defense in the backcourt is prohibited except during the fourth quarter of the game and any overtimes. 
    This rule shall not be interpreted to allow a “free” outlet pass starting a fast break, or to allow rolling the ball during the inbounds of the ball. 
    NoteDefense in the backcourt is prohibited when the winning team is at least 20 points ahead of the other team. This rule applies to all local league games in all divisions.  This rule will also be enforced in the junior division during all regional and national tournaments.
    Penalty:  Technical Foul 
  1. ISOLATION OFFENSE
    (This rule is not applicable in the Major or Senior Divisions)
    No isolation type offense involving one or two players will be permitted.  Clearing the floor to one side for a one-on-one or two-on-two offense is prohibited.  Teams must involve all of its players in the offensive pattern.  This will be a judgment call of the official.
    Junior Division:  This rule is applicable during the entire game including overtime play.
    Penalty:  Technical Foul 
  1. ALL-STAR ROSTERS
    American and National Leagues:
    Tournament rosters must consist of a minimum of ten (10) players and a maximum of twelve (12) players.  Teams must play their first tournament game with a minimum of ten (10) players.  After the first game, the team may consist of less than ten players in the case of player (s) injury, illness or school related conflict.  Tournament teams may never consist of less than eight (8) players.
    Continental Leagues:
    Tournament rosters must consist of a minimum of nine (9) players and a maximum of twelve (12) players.  Teams must play their first tournament game with a minimum of nine (9) players.  After the first game, the team may consist of less than nine players in the case of player (s) injury, illness or school related conflict.  Tournament teams may never consist of less than eight (8) players.
    All leagues:
    It is recommended that tournament teams select up to twelve players to prevent forfeiture for inadequate number of players.  Once a team plays their first tournament game, additions to the team roster are prohibited.

Prior to each game, teams must designate which players will be alternates in the official score book.   Alternates may play, but do not have to qualify.  Teams may alternate which players will be designated as alternates at the beginning of each game.

 

  1. LANE VIOLATION: 
    In the Junior division, the 3-second lane violation rule will be changed to a 5-second lane violation rule.  In the Major and Senior divisions the rule will remain as 3-seconds. 
  1. FREE THROW LINE:
    In the Junior division only, the free throw line shall be 13’6” from the plane of the face of the backboard. 
  1. BASKET:(Applicable to the Junior Division only)
    The basket shall be 8’6” from the floor.  The basket for the major and senior divisions will be 10’ from the floor. 
  1. BALL:
    The official Women’s ball shall be used in the following divisions: Girls Junior, Girls Major, Girls Senior and Junior Boys. The official Men’s ball will be used in the Boys Major and Senior divisions. 
  1.  UNIFORMS: 
    The federation rule regarding uniforms will not be enforced.  It is suggested that you have a light and dark uniform for your tournament teams.  Shirts must have numbers on the back.  Player’ name, team name or sponsors name is allowed on the uniform.  It is recommended that numbers on the jerseys consist of numbers 1-5.  Numbers 6,7,8 & 9 should be avoided. 
  1.  3-POINT RULE:
    There will be no 3-point rule in the Junior division. The 3-point shot is allowed and will be counted in the Major and Senior divisions.

TOURNAMENT RULES

A.                 Facilities: Each host league must provide adequate basketball facilities, at the dates and times scheduled for the tournament.  In order to host a Junior League tournament you must provide the 8½ ft. goals.

 

B.                 Officials:  The host league for such tournament games will provide two qualified officials currently in good standing with the official state organization for the area.  Each official must be familiar with all special Little Dribblers playing rules including the official comment on Zone Defense.   Tournament directors should meet with all officials to go over the Special Little Dribbler rules prior to starting the tournament.  Hometown officials are discouraged from officiating games involving the host team.

 

C.                Double Elimination:  All tournaments shall be double elimination until the championship game, unless stated otherwise.

 

D.                Special Playing Rules:  All Special Little Dribblers Playing Rules are applicable to tournament competition.

 

E.                 Housing and Meals:  Team coaches both in state and out of state must make their own housing arrangements.  Meals for the players are the responsibility of the team.

 

F.                 Trophies:  Individual trophies will be presented to the championship and runner-up teams at each level of tournament play.  Trophies will be given to ten players and two alternates only. Medals or other awards cannot be substituted for trophies.

 

G.                Awards:  Individual awards such as “most valuable player” and “all-tournament player” are not selected.

 

H.                 Protests:  The Official Tournament Director of each tournament shall decide any protests regarding tournament competition.  Judgment calls of the official cannot be protested.

 

I.                     Appeals:  Appeals of the Tournament Directors decision may be made with a $50.00 protest fee payable to the National Headquarters.

 

J.                  Age documentation:  Proof of age documents must accompany all players to each tournament. Only Original Birth Certificates or Certified Birth Certificates will be accepted.  Photocopies of any kind will not be accepted. The tournament director shall insure that age documentation for all players is checked prior to their first game.

 

K.                 Hosting:  Priority in hosting tournaments is given to the leagues who have been in Little Dribblers the longest and who have not recently hosted a tournament.  Past experience in hosting tournaments (good or bad) is strongly considered in awarding the tournaments.

 

L.                  Playing Rules: Playing Rules for tournament competition are the same as for local league play.  These rules are set out in Special Little Dribblers Playing Rules 1-11, inclusive.

 

M.                Host League:  The host league must agree in writing to abide by these tournament rules.

 

N.                 Playing Periods:  Quarters will be six (6) minutes in length.

 

O.                Overtime:  Each overtime period shall be two (2) minutes in length. 

 

P.                 Technical Fouls:  Technical Fouls for Special Little Dribbler Playing Rules will not count as a player foul.  It shall count as a team foul.  All technical fouls shall be two shots.

 

Q.                Time Outs:  Each team shall be allowed three (3) full time outs only.  One time out will be added for each overtime.  Any unused time outs from regulation play may be used during overtime play. 
 
       R.       Admission: LDB National Headquarters must approve Admission
                  prices for Little Dribblers Regional and National tournaments. The
                  tournament host shall notify headquarters in writing of their            
                  proposed admission fees.  Tournament prices will also be
                  announced in tournament letters sent to each league and posted on
                  the website
